Germany's numbering plan under the country code +49 is the most fragmented in Europe — over 5,000 distinct area codes, a clear separation between geographic and mobile blocks, and strict regulatory ties between geographic numbers and the city they belong to. A +49 30 Berlin number cannot be answered as if it were Munich; that's the BNetzA's framework, not just convention.

Numbering plan

Major geographic area codes: 030 Berlin, 040 Hamburg, 089 Munich, 0211 Düsseldorf, 0221 Cologne, 069 Frankfurt am Main, 0711 Stuttgart, 0231 Dortmund, 0341 Leipzig. Mobile numbers start with 015, 016, or 017 followed by 7–8 digits. Toll-free uses 0800; 0180 is shared-cost ("Service Dienste") commonly used for call centres, and 0700 is a personal-number prefix that lets callers reach you across providers.

Regulations

The Bundesnetzagentur (BNetzA) requires that holders of geographic numbers maintain a usable address in the area code's local zone. Cliqtel collects a German business address (Handelsregister, Gewerbeanmeldung, or a similar registration document) and a representative's ID for verification. Activation typically takes 1–3 business days. Mobile numbers (015x/016x/017x) and toll-free (0800) require lighter verification and activate faster.
